P3 Inception Workshop

The P3 Project, which is an initiative currently being implemented in Namibia under the auspices of ALAN hosted its very first workshop on the 21st and 22nd October, 2009. The project is also being implemented in Botswana and South Africa. The first Project Steering Committee Meeting, which endorsed the reports, workplan and budget was held last week in Gaborone, Botswana. ALAN was represented by Cllr. Rosina //Hoabes.

Over the next 2 years, the P3 Project will essentially work with a selected group of Municipalities in the areas of economic development, financial management and more transparent local governance.

In line with that thinking, the first workshop in respect of the component dealing with ‘municipal financial management and budgeting’ covered aspects dealing with the following:

  • Matching expenditure types with the most appropriate revenue types
  • Tariff calculation and presentation;
  • Integrating strategic plans into budgets;
  • Credit controls and accounts receivable management;
  • Revenue source analysis and discussions on
  • Public participation in the budgeting process.

This was done by taking participants through computerised models and a draft manual.

Participants were drawn from the Municipalities of Walvis Bay, Otjiwarongo, Gobabis, Mariental, Omaruru and Arandis. A follow-up workshop is expected to be held during the 3rd week of November.

Although this workshop targeted Municipal Finance Managers and Administrators, it is expected that follow-up activities (particularly in-house workshops), will involve Councillors as well. Please find the workshop program attached for your information.
