Ratioanal Behind NCDS This study will develop a process for NCDS planning at the local government level that will be disseminated and replicated in Namibia through the collaboration of local partners. The NCDS is aimed at engaging previously excluded segments of society and provide them with an opportunity to share their knowledge and voice in the municipal decision making and management process. By adopting a more people centered approach to urban governance, local economic development and poverty reduction, it is expected that the development of a NCDS project will foster local ownership and generate a shared understanding and commitment too the principles of sustainable development in selected Local Authorities The NCDS will also contribute to developing sustainable financial strategies; attract long-term capital investment as cities need to acheive goals by utilizing efficient financial and human resources. An effective NCDS process can both attract capital and discipline its use. This component will be critical in determining the future financial role of the LGA through such considerations as increasing revenue diversity, effective taxation mechanisms, cash flow management and commitments over the economic cycle. Particularly important, will be the financial scenarios developed. The two national associations- ALAN and NALAO pledge to be a vehicle for sharing more widely the experience of developing City Development Strategies with the Pilot Local Authorities thus enabling and empowering Local authorities to increase their knowledge on such issues as participatory planning, fiscal and financing budgeting, and local economic development.
