CRITERIA FOR SELECTING PILOT MUNICIPALITIES TO PARTICIPATE IN THE ALAN/WORLD BANK- CITIES ALLIANCE- PREPARATORY STUDY: PARTICIPATORY CITY DEVELOPMENT STRATEGIES IN NAMIBIA

Project Background

ALAN was awarded the Grant to kick start the Preparatory study and implement the selection criteria thereof. The overall objective of the proposals is the pending submission of a proposal for Preparatory Grant to fund the initial design and selection of municipalities to participate in a larger project to elaborate Namibian City Development Strategies (NCDS) in partnership with participating Local Authorities in Namibia.

The development of the NCDS is a participatory process aimed at addressing social and economic exclusion that bring together citizens, civil society and other community stakeholders to articulate a common vision and action plan aimed at improving urban governance and management, strengthening local economic growth and reducing poverty.

All cities need to be planning ahead to ensure their future, in this rapidly changing global urban environment. Cities need to revisit and revitalize their processes for strategic planning, within a 15-20 year time frame, addressing their economic, social and environmental future. City development strategies are appropriate planning responses to the new challenges, high levels of complexity and rapidly changing circumstances facing many if not most of our cities/Local Authorities. The NCDS preparatory study will support/cement the implementation of the Local Economic Development (LED) strategies initiative which eventually will result in the following:

  • The impact of LED strategies will create a sustainable financing plan for each local government's long-term development planning
  • Provides a mechanism o review and enhance the current revenue and financial planning process as the traditional town planning methods are insufficient for dealing with new challenges
  • Includes a component on revenue generation and financial planning to determine the financial status of the Local Authorities
  • Assist in determining the financial and possible forecasting techniques to enhance the future strategy on such issues as infrastructure development, public-private partnerships, innovative finance, etc.
  • Encourage cooperation, information and best practices sharing culture amongst Local Authorities in Namibia and at the regional, continental, international level (opportunities to replicate and disseminate the NCDS process with other municipalities)
  • Increased employment
  • New opportunities for investment (infrastructure, social programs)
